More than 10,000 villagers have been transferred to emergency shelters in several northern provinces. In Governor Cagayan province, Governor Manuel Mamba said that despite the improved weather conditions after the typhoon, he asked hundreds of villagers not to return immediately to their homes by a swollen river.
