War of infinity, according to Kevin Feige

After helping the greatest heroes of the Earth Avengers: the era of Ultron and help the superhero team establish their new base in upstate New York, formerly S.H.I.E.L.D. The leader Nick Fury disappeared from the Marvel cinematographic universe for three years, and there was no official indication as to his next comeback. He and Maria Hill finally returned earlier this year in the Avengers: Infinity War post-credits scene, although their appearances were short-lived due to the fact that Thanos broke his fingers powered by Infinity Stones. Before being erased from existence, Fry successfully activated an enlarged pager displaying the Captain Marvel badge, prefiguring the arrival of Carol Danvers at the MCU. In regards to why Fury is eager to do so, Marvel Studios president Kevin Feige said it was because he knew that the incredible power Carol would be needed. As Feige explained:

We'll have to wait and see how Nick Fury met Carol Danvers and entered the world of superheroes and extraterrestrials. Captain Marvelbut it goes without saying that Fury will see in the film how powerful Carol is and will realize that a day will come when he will still need his help. This day has finally arrived Avengers: Infinity War, while Fury probably did not know why people were suddenly turning to dust all around him, he knows that a crisis like this is calling a heavyweight, and luckily he managed to activate this pager before to disappear. Heroes like Iron Man, Captain America and Thor came out of War of infinity intact, but Kevin Feige told EW, having Carol on their side will help tip the balance in their favor in Avengers 4, even if it's going to be hard.

Of course, it must be remembered that Nick Fury has faced many crises over the last two decades, among which Loki and the Chitarui have invaded New York. The Avengers and the Ultron attack on Sokovia in Avengers: the era of Ultron. This raises the question of why Fury did not activate the pager at these events. A theory of the fans postulates that during Captain MarvelFury somehow gets the knowledge of the future and knows that the pager should only be exploded for a specific event, hence why it could be interpreted that Fury seemed more determined than shocked in the Avengers: Infinity War post-credit scene. Whether it's true or not, Fury has made the right call to alert Carol Danvers, and hopefully she'll turn out to be the best Avengers 4.
