Juan Guaidó, Venezuela's interim president, issued a document on Monday calling on the National Assembly (AN) to suspend the supply of oil, fuel and related products to Cuba.
In the fourth point of the statement, it is stated that the state of alarm "ratifies all the obligations under the International Covenant on Civil and Political Rights and in no way implies the suspension of any of the constitutional guarantees provided for in the Constitution of the Republic of Venezuela ".
In the document, Guaidó also calls on Parliament to declare the state of alarm throughout the country, due to the blackout on Thursday, March 7. He added that "the state of alarm" will consist in dealing with the emergency situation experienced on the national territory.
