The decision was made two days after a federal judge of Oregon vowed to prevent the rules from coming into effect, at least partially. Trials were also heard this week in Maine and last week in California by attorneys general and abortion providers.
According to the rules that the Trump administration planned to put into effect on May 3, health facilities could only get grants if they had a "physical and financial" separation of family planning services and abortion . Nor are they allowed to have doctors direct patients to abortion.
Organizations such as Planned Parenthood have stated that to retain Title X grants in the new regulations, they should create separate entrances and exits, build new health centers and hire a second staff of doctors, nurses administrators. The rule allows them one year to make the changes.
Federal funds are not allowed to pay for abortions except in cases of rape, incest or pregnancy threatening the life of a woman. Opponents of abortion, however, have long fought for rules similar to those published by the Trump administration. They claim that the allocation of federal funds to clinics such as Planned Parenthood allows organizations to transfer money elsewhere and to offer abortions. Planned Parenthood receives between $ 50 and $ 60 million of Title X.
