The city of West Hollywood, California has issued an emergency executive order requiring customers of businesses at high risk of COVID-19 transmission to provide proof that they are fully vaccinated starting October 11.
All staff who “work regularly” on site in these companies will also have to meet this requirement by November 1, according to the decree.
The businesses covered by the ordinance include all establishments serving food or drink indoors, health and fitness establishments, municipal facilities and personal care establishments, such as cosmetology services, tattoo parlors, nail salons, hair salons and barbershops.
These places all pose a high risk of transmission as clients remove masks and are in close proximity to each other, depending on the order.
“COVID-19 continues to pose an imminent threat to the health and safety of community members and unvaccinated people are at higher risk of serious illness and death,” West Hollywood Board member John D’Amico tweeted after issuance of the order.
Acceptable evidence includes CDC vaccination cards, a photo or copy of the vaccination card, vaccination documentation from a health care provider, or a digital record of the state-issued COVID-19 vaccine, according to the prescription.
People who do not provide proof of full vaccination are still allowed to use the exterior parts of the facilities of the covered businesses.

While some alternatives have been suggested, professors affiliated with the Harvard School of Law Petrie-Flom Center have consulted on some of the policies to prevent the misuse of medical exemptions.
People with legitimate medical exemptions will be required to provide a negative COVID-19 test collected within 72 hours of visiting a covered business according to the order, which also specifies that customers can use antigen or PCR testing. .
