WICHITA, Kan. (KWCH) – The Wichita Police Department (WPD) has arrested Kevin Palmer, 34, of Wichita on charges of murder.
At approximately 12:00 p.m. on Saturday, officers responded to a call from a gray Ford Escape traveling westbound on Kellogg in Meridian dragging a woman. Officers located the Ford Escape in Kellogg and West Street with a 13-year-old woman taken outside the vehicle and pronounced dead.
The investigation found that the woman was sitting in the back of the driver’s side of the Escape as she was parked outside a nearby restaurant. Her family went to a restaurant to get food while she stayed in the vehicle. Palmer settled in the driver’s seat and fled into the vehicle. The woman tried to get out of the vehicle while it was moving. On her way out, she got stuck in the seat belt outside the vehicle. Palmer continued to flee for several miles.
A citizen saw the murderous situation, called 911 and followed the vehicle. At Kellogg and West Street, Palmer stopped the Escape and fled on foot. Palmer was quickly arrested by officers arriving on call.
“This is one of the saddest cases I have been associated with in my 28+ years of law enforcement,” said Chief Gordon Ramsay. “WPD sends its thoughts and prayers to family, friends and others affected by this tragic incident.”
The investigation is ongoing and the case will be presented to the Sedgwick County Attorney’s Office. In addition, Palmer has already been convicted of several crimes.
The case numbers associated with the cases are 21C007528 and 21C007542.
The Wichita Police Department received calls around noon on Saturday from a woman who was allegedly dragged by a car near Kellogg and West.
Police said the woman was in the backseat of a family car when she was picked up by a suspect. She attempted to flee the vehicle, but was still strapped to her seat belt, leaving her trailed behind.
The female was pronounced dead at the scene. The suspect is in custody and the investigation is ongoing.
