Woodstock 50 refused a license in the north of the state of New York

A city in upstate New York has refused permission to stage the Woodstock 50 festival on a local racetrack, claiming the request was too late and incomplete.

The organizers can appeal the town's planning council's refusal of the permit within five days, said Vincent Rossi, city lawyer for Vernon. The organizers did not immediately respond to requests for comment.

The denial came one day after opponents of the three-day festival held a Vernon town council meeting on Monday night, expressing concerns over security and traffic in the rural area. Oneida County Sheriff, Rob Maciol, told the crowd that it would be impossible to ensure the safety of the public in such a short time.

The racetrack and casino at Vernon Downs have emerged as a possible site for the anniversary festival from August 16th to 18th after the withdrawal of the original site, Watkins Glen International, last month.

A festival in Vernon Downs could accommodate up to 65,000 people, compared to 150,000 planned at Watkins Glen, and would not involve camping.

Before the license denial was announced, Woodstock 50 President Greg Peck said Tuesday that the group was working with law enforcement and public safety officials to address their concerns.

"We are confident that this careful planning and consideration of community concerns will result in a world-class festival," Peck said in a prepared statement.

The festival has experienced other setbacks, including the losses of a financial partner and a production company.

State health officials announced last month that they had received a mass collection permit application for the festival. But they said Tuesday that this type of permit was not necessary as there would be no camping.

The festival must still ensure that it meets the public health requirements at public gatherings of more than 5,000 people and must obtain a permit.
