“This emergency ordinance would provide guidance to our water carriers and staff. The emergency order would provide administrative penalties for water carriers who deliver water to cannabis farms. The idea is not to punish water carriers who have many opportunities to transport water for legitimate purposes for people with negative experiences with drought.
