Japan is considering widespread use of so-called vaccine passports for commercial purposes as part of efforts to regularize national social and economic activities that have long stagnated due to the COVID-19 pandemic, according to a draft government plan .
Such certificates will allow users to enter and use at stores and entry sites, with traders free to decide what kind of services they will offer and to whom to provide those services, the project says.

The plan, which will be presented on Thursday at a meeting of the government COVID-19 task force, says that with vaccine passports, users could get discounts and additional services.
“The use of vaccine passports will be widely accepted” in the country, he said.
The project, however, warns against inappropriate discriminatory behavior towards those who do not present vaccination passports, such as requiring people to be vaccinated to enter a school and hold a job.
The project also prohibits companies from charging those who do not present a vaccination passport “exorbitant prices”.
Currently, Japan issues vaccine passports only for international travel purposes. But the government plans to change this policy and digitize the system by the end of the year with the aim of expanding their full use nationwide.
Certificates are official documents issued free of charge by local municipalities showing that a person has been fully vaccinated against COVID-19, with information such as name, passport number and date of vaccination.
Individuals wishing to obtain a certificate must submit documents in person or by mail, including the application form, passport and vaccination tickets.
