Connecticut (democratic tiercé): On September 29, Governor Ned Lamont (D) expanded the deadline for compulsory vaccination for state employees from October 4 to November 4.
Louisiana (divided government): On September 28, Governor John Bel Edwards (D) expanded The public indoor mask requirement throughout the state of Louisiana until October 27.
Massachusetts (divided government): On September 29, Governor Charlie Baker (R) expanded a statewide COVID-19 emergency sick leave program until April 1. The program, which Baker approved in May, allocated $ 75 million to help workers facing the pandemic, including those forced to self-quarantine because of the virus.
Nebraska (republican trifecta): On September 29, Governor Pete Ricketts (R) expanded an order suspending certain elective medical procedures to help hospitals deal with capacity shortages.
Caroline from the south (republican trifecta): On September 28, U.S. District Judge Mary Geiger Lewis, who was appointed to the court by former President Barack Obama (D), ruled the state was unable to enforce its ban on requiring school masks because it prevented students with disabilities from attending public schools.
Texas (republican trifecta): On September 28, Governor Greg Abbott (R) expanded the emergency statewide COVID-19 disaster.
Vaccine distribution
We last examined the distribution of vaccines in the September 28 edition of the newsletter. As of September 29, the states with the highest vaccination rates as a percentage of the total population (including children) were:

Mandatory school masks

We last reviewed the requirements for school masks on 23 september. Since then, courts have suspended mask requirement bans in South Carolina and Arizona, where a ban was previously scheduled to go into effect on September 29. School mask requirements have been extended to Massachusetts and Louisiana.
State proof of vaccination requirements and policies

State governments have adopted various rules regarding the use of proof of vaccination requirements. In some cases, states have prohibited state or local governments from requiring people to show proof of vaccination. Other states have helped create digital apps – sometimes called vaccine passports – that allow people to prove their vaccine status and, in some cases, bypass COVID-19 restrictions.
Overview:
- Twenty states have passed laws or issued orders prohibiting proof of vaccination requirements at some or all levels of government.
- Four states helped build digital immunization status apps.
As of September 23, no state has banned proof of vaccination requirements or rolled out a request for digital vaccine status.
