WAGE SCALE: $ 68,832 – $ 102,182
GENERAL POSITION STATEMENT: The Budget and Management Analyst is a highly motivated and self-reliant professional who will perform advanced professional management analysis and evaluation in the preparation and administration of county operating and capital budgets. The budget and management analyst may represent the county manager and attend meetings as the county representative. A lot of tact, diplomacy, judgment and initiative are required to make decisions and effectively perform these functions for the county. The work is carried out under the general supervision of the county manager with limited day-to-day direction. The work will include working with the county management team and all other departments to bring together the strategic plan and budget direction.
KNOWLEDGE SKILLS AND ABILITIES: In-depth knowledge of the principles and practices of county administration and government budgeting; in-depth knowledge of laws and regulations governing county financial practices and procedures; in-depth knowledge of research techniques and sources and availability of information; in-depth knowledge of revenue forecasting and expense analysis; in-depth knowledge of county operations; in-depth knowledge of computers and appropriate software packages; ability to analyze budgets, financial information, policies and procedures and make recommendations; ability to be organized and systematic at work; ability to establish and maintain effective working relationships with department managers, supervisors and employees; ability to express ideas clearly and effectively, orally and in writing, ability to work effectively as a member of the organization’s leadership team.
MINIMUM EDUCATION AND EXPERIENCE: Bachelor’s degree in public administration, accounting, finance, business administration or a related field, or possession of a master’s degree in a related field, and 6 years of experience in financial management at increasingly senior levels of responsibility, including at least 3 years of experience in government supervision and accounting, preferably in a local government setting; or any equivalent combination of education and experience which provides the required knowledge, skills and abilities.
