The Minnesota Department of Transportation said the plane landed in the northbound lanes near County Road E2, just south of I-694.
When the plane landed it crashed into another vehicle on the highway but no one was injured.
State Patrol identified the pilot of the plane as Craig Gifford, 52, of Minneapolis.
Authorities are still investigating why the plane crashed.
Minnesota 511 says northbound lanes will be closed for the next six hours.
