It seems that Hungary intentionally insulted French President Emmanuel Macron. Here is the story.
In a confidential note dated June 18 addressed to Macron's office, the French ambbadador to Budapest, Eric Fournier, said that Hungary was a "model" for dealing with migrants and accusations of populism against the Prime Minister. Orbán were media fabrications. Fournier wrote that the French media, accusing Hungary of anti-Semitism, sought to divert attention from the "true anti-Semitism" of "Muslims in France and Germany".
Fournier received the award from Foreign Minister Péter Szijjártó.

President Macron immediately called Fournier back and appointed Mr Pascale Andreani to the Budapest post.
