Fellow
South Africans

Comrades
and friends,

The African National Congress has just concluded a two-day NEC Lekgotla
Tshwane.

The
Lekgotla has focused on a number of issues, including the current status of our
the economy, the creation of jobs and the agrarian reform.

more engaged on the issues of governance, social development and
transformation that will be developed by the Secretary General tomorrow.
(Wednesday)

We
thought that it was important for the president of the ANC to clearly and
articulate unequivocally the position of the organization on two issues
essential to the economic development of our country and the well-being of
his people.

The
The first is the implementation of the ANC resolution on agrarian reform.

The
The second concerns the current economic environment.

on
agrarian reform, the ANC applauds our people, from all walks of life – including
the rural poor, farm workers, the unemployed, the landless, urban dwellers,
farmers and traditional chiefs – for expressing their views on
question.

Our
people have expressed their views on the land issue openly and without
any fear or favor.

They
have proposed solutions on how the land issue can be resolved.

is the constitutional democracy for which we fought.

The ANC reaffirms its position that the Constitution is a mandate for
the transformation of society and the economy.

A
A good reading of the Constitution on the property clause allows the state to
carry out expropriation of land with fair and equitable compensation and also
expropriation without compensation in the public interest.

It
has become clear that our people want the Constitution to be more
explicit on the expropriation of land without compensation, as demonstrated in
public hearings.

There
is also a growing group of opinion, by a number of South Africans, that the constitution
in the state, does not interfere with the expropriation of land without compensation.

The
Lekgotla reaffirmed its position that a comprehensive agrarian reform program
that allows equitable access to land will unlock economic growth, by bringing
more land in South Africa to full use, and allow productive participation
millions of South Africans in the economy.

Accordingly,
the ANC will finalize, through the parliamentary process, a proposal for amendment
to the Constitution which more clearly describes the conditions under which
the expropriation of land without compensation can be carried out.

The
The intention of this proposed amendment is to promote the repair,
development, increase agricultural production and food security.

It
will also transform unfair spatial realities in urban areas.

A
accelerate agrarian reform, the ANC has further ordered the government to urgently
start programs to support farmers in disadvantaged areas before the first rains
this year.

This
should include support to farmers with tools, tractors, fertilizers, seeds,
extension services, finance and access to key infrastructure.

Our
the economy is facing serious challenges. Recently published figures on
unemployment is worrying.

given
this economic environment, the Lekgotla asked the government to move with
the urgency to develop and implement a stimulus package to stimulate growth
lead to the creation of jobs, especially for young people and women.

efforts should focus on rural communities and townships.

This
The recovery plan will be based on existing budgetary resources and the continuation of
new investments while remaining faithful to fiscal prudence.

It
include:

*
Increased investment in public infrastructure.

* Increased
support for entrepreneurship and employment for young people and women,
as well as small and medium enterprises.

*
Trade support measures for sectors such as sugar and products
impulses to importation

*
Ensure that the supply is location-based

*
Training for unemployed South African youth with the necessary skills to
compete in a rapidly changing economy.

Like
ANC deployers to the government, we are committed to that development work
this stimulus should start now to stimulate growth, combat unemployment and
mitigate the effects of the rising cost of living.

We
Calls on all South Africans to work with us to develop a social pact
economic inclusion, economic growth and employment for all.

I
thank you.
