Apple has stopped signing iOS 12.1.4, which means you can not downgrade or upgrade this firmware through iTunes. But that's not a problem at all.
iOS 12.2 is the current public version for iPhone and iPad devices in the wild. Since Apple had released a new firmware, it was only a matter of time. Apple would stop signing iOS 12.1.4, completely canceling the upgrade or upgrade process.
