"It's about doing things for the next generation of countries rather than just thinking about getting done," he said.

Mr Guy pledged that country roads would be brought to life by a city-centric government.

"This billion-dollar is the largest of its kind but it's forward-thinking, it's setting out a long-term plan."

Under the Coalition 's Road Fix It would be $ 400 million for $ 400 million for $ 200 million and $ 200 million for a general maintenance program overseen by the Victorian government.

The Coalition has also set up a new smart phone app for real-time reporting of roads where urgent repair work is required.

However, Mr Guy said the $ 1 trillion would not replace capital works funding for major roads or road project upgrades.

First Daniel Andrews dismissed the Coalition's promised to restore country roads.

"Let me tell you about real $ 941 million in this year's budget, the biggest boost to regional roads in the history of our state," he said.

South-West Coast MP Roma Britnell said the state of the country is the most pressing issue of people raised with her.

"Our roads are falling apart. When they do they fix them poorly, "the Liberal MP said.

Ms Britnell said some roads, but they continually fell apart.

The number of deaths on metropolitan roads dropped by 37 last year to 104, but country road deaths have been steadily rising since 2013.

Last year, 151 lives were lost on country roads, which is 59 percent of all lives lost. About 80 percent of these crashes occurred in speed zones of 100 km / h or higher.

Earlier in the day Mr Guy's campaign in Torquay where he announced $ 10 million would be put to a new aquatic center if the Coalition was elected.

Torquay lies within the South Barwon electorate, held by the Liberals at 2.9 per cent margin.

The Coalition is focussing much of its campaign on country Victoria, with has put decentralization on its key themes.

On Sunday, Mr Guy officially launched the campaign by promising to cut taxes in the regions. Earlier this month, he unveiled plans to speed up rail services to country towns with European-style fast trains
