The turquoise-blue federal government will present its package to the Council of Ministers on Wednesday. Social badistance should be uniform in the future 863 euros. The nationally harmonized model, which was hitherto governed by different state laws (based on an agreement 15a now expired), is governed by a basic law with which the federal government provides federal states with a framework and basic principles for the new minimum income. As regards the amount of the monthly minimum income guarantee, the ÖVP and the FPÖ are based on a net compensation of 863 euros currently. An independent provider of minimum income security has 100%, twice 70% of the standard rate, or 1 208 euros.

In the future, there will be staggered amounts for children: 25% for the first child, 15% for the second child and 5% of the net compensation allowance for the third child. From a full cap was avoided constitutional reasons.

One of the main goals of Turquoise Blue is to "stop immigration into the social system". Immigrants with insufficient knowledge of German should therefore receive a reduced minimum income of 563 euros. The Government states the difference of 300 euros corresponding to the total minimum income security as a contribution in kind to the "Employability Job Qualification Bonus". This is intended to finance language courses.

The prerequisite for obtaining full social badistance is the German B1 level or the C1 English level. Restrictions on immigrants, single parent premium

For third-country nationals and citizens of the EU and the EEA, the government provides for a waiting period of five years. According to the representatives of the governments, such a solution is allowed by the law of the EU. Asylum-seekers are entitled to minimum income protection only from the moment they obtain refugee status, and asylum seekers should not be entitled to any benefits. .

In addition to the minimum income, a bonus is provided for single parents: a child, 12% of the allowance (currently 103.5 euros), two children 21% (181 euros), three children of 27 euros (€ 233) and for each additional child plus three per cent. People with disabilities should receive a supplement of 18% (155 euros).

Access to property with a minimum income possible

According to the plans of the government, the Länder should have the possibility of granting a supplement of up to 30% maximum for housing costs to take into account the different rental costs in federal states. This might be necessary, for example, in cities where property prices are particularly high, such as Innsbruck in Salzburg. The federal government wants to take into account the concerns of the federated states of the West.

If someone falls into the minimum income, then the countries should continue to have the opportunity to access the badets. Added: "if the urgency is not aggravated by this". In addition, the government defines in its package a "protection capacity" of 600% compensation compensation (nearly 5,200 euros), to which no access should be possible in the future. Recipients of social badistance should be allowed to earn additional income for a limited period. According to the government, successful job-seekers with minimum income protection receive a tax break of up to 35% of net income. This salary element should be exempt from credit for a maximum period of 12 months. Turquoise blue wants to create stronger work incentives.

In addition to the minimum benefit package, the coalition also presents the initial calculations of the model and examples of the effects of the reform. As a result, for single people, compared to the previous practice of the various states, people with disabilities would benefit, with minimum security holders with little knowledge of German receiving less money than in the past, single parents receiving more money in the future, German families are well acquainted with minor changes. Families unfamiliar with German have therefore received less money.

At the government meeting on Wednesday, the ÖVP and the FPÖ published a punctuation and the bill will be examined during the week. The examination phase lasts from six weeks in mid-January, in the metropolitan area of ​​February / March. The law should go through the parliamentary process and make a decision.

The basic law is to enter into force on April 1, 2019. According to this, the states have the time to adopt the corresponding laws during a transition period of several months until the end of 2019. The exact application and concrete sanctions for abuse or reluctance to work should be determined by the countries themselves.
