Independent observers will monitor the following elements of the anti-doping program:

– the choice of athletes for doping tests;

– doping control notice;

– the procedure for collecting samples;

– procedures regarding therapeutic exclusions for the use of banned drugs (TUEs).

Independent observers will provide information to the European Olympic Committees (EOC) as well as to the Games Organizing Committee. Once this work is completed, the team will publish a report containing observations and recommendations to strengthen anti-doping activities in future European games.
