Free fishing on a ship repaired at a foreign shipyard may become impossible. The Ministry of Agriculture wants to force these vessels to submit to a customs declaration, also depriving them of their catching rights. Fishermen complain that repairs made in Russia are often unrealistic and that the ministry's initiative threatens to close dozens of ships and lose profits of up to 15 billion rubles.
The Ministry of Agriculture has published a draft amendment to the decree governing the procedure of authorization for the extraction of aquatic biological resources (FBG). The document proposes expand the list of reasons why the right of capture may be refused. In particular, we are talking about ships that have not pbaded the customs declaration after conversion, repair, upgrading, carried out outside the UEE. The independent review of the project will end on December 13th.
Denial of permits to catch UBDs on unlicensed vessels flying the flag of the Russian Federation could lead to a sharp reduction in the fishing fleet and major disruption during the pbadage of the fishing season, according to the badociation fishermen from Russia (VARPE).
This, worried over there, threatens to end the fishing of more than 80 large vessels only in the Far East, which have undergone planned repairs in foreign shipyards, after investing about 10 billion rubles.
According to the data of the president of VARPE, the German Zverev, the fishing vessels of the region spend about 35 to 40 billion rubles in repairs and maintenance.. Russian ship repair companies account for about 10% of this amount.
Far East companies are in charge most of the time and can only provide scheduled maintenance for 40 to 50 ships.

The same situation in Murmansk, where there are simply no high-quality ship repair facilities, complains of the alternate senate management company, Norebo Sergei Sennikov. In addition, some equipment and motors may only be installed in foreign yards. The director of the Dobroflot group, Alexander Efremov, adds that factories in the Far East in general no dock for the repair of ships over 160 m. At the same time, from January 1, in the Okhotsk Sea, the largest fleet of Putin in the world begins in terms of catch of pollock: more than one hundred days more than 1 million tons of fish are caught, recalls VARPE.
According to Mr. Zverev, the initiative of the Ministry of Agriculture threatens to under-harvest up to 200,000 tons of FBG. On the basis of the estimated pollock price of $ 1.05 to $ 1.11 per tonne, provided by the Kommersant source in the industry, the shortfall can be estimated at $ 220 million (14, 6 billion rubles).
VARPE explains that the Federal Customs Service levies VAT and fees for ship repair work abroad only when a fishing vessel enters a Russian port. Today, ships that have been repaired in foreign shipyards are fishing without entering the port and making products on freighters that deliver fish to the coast, says German Zverev. Then, he continues, the ships get up to repair
Part of them [судов] fishing generally in Africa, in the region of Morocco or in the South Pacific. It turns out that they must also go through customs clearance to obtain a catch permit in Murmansk or in another port of registration of the vessel.

If the changes of the Ministry of Agriculture are accepted, the owners of vessels to obtain a catch permit will have to send at least 10 billion rubles to customs payments. until the end of the year, Mr. Zverev calculated. At the same time, companies have already invested comparable funds in repair work, bear the cost of salaries, etc., and simply can not extract these funds from circulation, he adds. This state of affairs will hit the business economy, I'm sure, Sergei Sennikov.
The United Shipbuilding Corporation (USC) representative recalls that the Far East ship repair companies not only serve fish producers, but also repair other customers, particularly in the context of the defense order of State. To solve the problem, he believes, it is necessary to train a shipyard program more efficiently, to restore existing capacities and to modernize existing ones. In the USC agree that the simultaneous introduction of restrictions will have a negative impact on the work of the fleet and will reduce the production of fish. The representative of the Federal Fisheries Agency has badured that the transition period for the new rules will last at least one year and that the exact dates will be discussed. The negative influence on fishing in the department promises not to allow.
