In the new edition of Presidential Decree "On the Use of Renewable Energy Sources", it is planned to reduce the increasing coefficients to the tariffs at which the state is obliged to buy from. 39 electricity produced with the help of renewable energy sources (RES), said at the seminar "Renewable energies – the path of sustainable development" On 28 November, the Deputy Minister of Energy and Energy, energy, Olga Prudnikova, in Minsk.

The seminar is part of the joint project "Removing barriers to the development of wind energy in Belarus" of the Ministry of Natural Resources and Environmental Protection, United Nations Program for development and the Global Environment Facility.

According to the manager, the reduction in multiplication factors is due to the fact that renewable energy technologies are becoming less and less expensive – the equipment fleet is constantly replenished, many suppliers appear, competition in the market.

"By increasing the tariff coefficients, we must therefore arrive at stimulating factors, which should take into account both the costs incurred by the investor for the project and the capacity of our economy to stimulate these types of production. given volumes, "she said.

The new edition of the decree also specified the methodology of interaction between "green" power producers and the energy regulatory authority to plan the efficient operation of the electricity system, which will be particularly important after the launch of the Belarusian nuclear power plant.

"It's all about providing us with hourly schedules for the generation of equipment that generates renewable energy sources, which are not part of our organizations," said the deputy minister. – In my opinion, it's pretty simple, with digital technologies, computers. It suffices to know the energy characteristics of the equipment installed and a more or less reliable forecast of the wind and the amount of sun. "

"We have already discussed the possibility of creating appropriate software. Our electrical system specialists are ready to respond, so that manufacturers who do not have the physical or technical capabilities to provide such data simply give us the performance characteristics, for example, of the same wind turbines. We have normal contracts with Belgidromet for weather forecasts for various periods, including daily rent. That is, having a feature, we and the manufacturers without being able to get the data we need to plan the daily operating mode and predict the operation of the power system normally, "he said. added the manager.

At the same time, she pointed out that no penalty would be applied to the "green" energy manufacturer if the calculation that was submitted to it was erroneous because "the sun was 38 minutes of less than what Belhydromet predicted, or the wind was not 7.5. meters per second and 6.9 meters. "

The document even extended the possibility of transferring "green" electricity via integrated energy system networks to other commercial entities. Prudnikova recalled that the current rules on electricity supply provide for a rule limiting the transfer of electricity from sources not under the jurisdiction of the State, in the same region and at the same time. within a single legal entity.

The changes to the electricity supply rules and the new edition of the decree "provide for the possibility of transmitting electricity not only from renewable sources of energy but also from electricity sources. all power plants operating in parallel with the electrical system throughout the country ".

In addition, according to Prudnikova, according to the new edition of the decree, entities that plan to use renewable energy for their own economic activities will be exempted from the obligation to receive allowances for the establishment of facilities using renewable energies.

Presidential Decree number 209 on the use of renewable energy sources was adopted on May 18, 2015. Work on the new edict of the decree was carried out for a year and a half. The document is now being examined by the presidential administration.
