The Chairman noted that the fourth year of the ten years allocated to the removal of all obstacles to the movement of goods, services, capital and labor, the formation of common industrial markets ends the fourth year of the Treaty.
"What a sin to confess: we did not all do what we had planned, so your fate is hard. The main problems being known, I would therefore like to urge you and again carefully to review them and make the verified decisions necessary for the formation of a full-fledged economic union. This is particularly serious in our time, and we have almost no time to relax, we must go ahead, keeping in mind what is happening in the trade markets. international. First of all, it is necessary to give impetus to the work on the fight against obstacles in the internal market, said Alexander Lukashenko. – The key is that we know where to go, knowledge and experiences are already great. But slowly, we are tackling these problems and these obstacles must be removed. "
In addition, noted the president, it has happened that some barriers are removed and in their place, others are immediately erected. For example, the two-year exemption period from the national system in the area of public procurement, originally conceived as an exceptional measure, defined by the EAEU treaty, ends . And the same exemptions are again set for the next two-year period, attracted the attention of the head of state.
"The logical question is: what do we want then: a single economic space or the use of legal loopholes for national protectionism? We must all clearly understand that the union will only be useful for our economies and our external partners as it becomes a predictable organization that will play according to the rules we have defined, "said the Belarussian leader.
According to Lukashenko, the key element is the creation of common energy markets. At the same time, the Belarussian side does not understand why, in the interest of fair competition, everyone recognizes the need for uniform rail tariffs, but all do not agree with a symmetrical approach to gas transportation.
"Economic players expect the heads of state will finally sign in 10 days in St. Petersburg training programs for common markets for gas, oil and petroleum products – what we have set 'agreement. Thus, a step will be taken towards the emergence of a stable base of fuel and raw materials of the union. But for that, in Minsk today, it remains to solve the remaining problems, "said the president.
The president also said that Belarus will not support the proposal to further extend the terms of the current standards for the distribution of import tariff amounts. "The question of calculating standards for the distribution of customs import tariffs is still open. This topic was discussed at the High Council on May 14 in Sochi. Heads of State have agreed that the Finance Ministers, and you, will work on the division of labor methodology until December and report on the results. The proposal to extend the terms of the existing standards once again (we often refer to them, quite rightly, based on our accumulated experience) is absolutely not profitable for Belarus. Of course, we can not support, as our government informs, "said Lukashenka.
The head of state explained that otherwise, Belarus would immediately be placed in unequal conditions. Therefore, in his opinion, it is necessary to make every effort to reach a fair decision. "It's clear for everyone. And here, probably, there should be less politics, but still more economics, "said the president.
The digital agenda is becoming an increasingly important aspect of teamwork in the UEE, noted the head of state. Countries have put in place a good theoretical and legal framework. The main task now is to identify high-priority digital solutions that can have a significant impact on cross-border and intersectoral interactions. "Minsk is ready to fully participate in the implementation of these initiatives. We are ready to make a useful contribution to the implementation of these proposals, "said Alexander Lukashenko.
He stressed that a more active role of the Eurasian Economic Commission, which has repeatedly formulated proposals to expand its powers, is necessary to solve these problems. "I personally support that. But we must understand that more authority means more responsibility, "he said.
The President expressed gratitude to the Russian presidency for its efforts to further promote integration, as well as for the inclusion of new areas of cooperation in the theme of integration.
"In fact, we still have important issues not covered by the contract, such as ecology, renewable energies, which are already being heard, space, medicine, sports and the tourism, a cooperation that will further contribute to the development of our union. At the same time, the enlargement of the agenda must be considered and not jeopardize the solution of the current tasks of the Eurasian Economic Union. Therefore, of course, we expect governments to make balanced proposals on this point, "Lukashenko concluded.
