The Rosselkhoznadzor complained to the Eurasian Economic Commission of the "false transit" of Belarusian beef and dairy products, the supply of which to Russia is prohibited, reported interfax.by. "Rosselkhoznadzor is concerned about the situation regarding reception in Russia through false transit of banned Belarusian products. It should be noted that we are talking about products of Belarusian companies which, because of recorded violations of the veterinary and sanitary requirements of the Russian Federation, apply temporary restrictions on the import of their products into Russia ", said a representative of Rosselkhoznadzor to the press. The fact that there were illegal deliveries is confirmed by the badysis of statistical data on trade between the member states of the UEE from January to September 2018. Rosselkhoznadzor found that the producers Belarusian exports to Kazakhstan, Kyrgyzstan and Armenia 5 361 000 tonnes of chilled and frozen beef and 81 853 000 tonnes of dairy products. At the same time, according to statistics, only 3,757,000 tonnes of beef and 20,497,000 tonnes of dairy products were delivered to these countries.
"It is evident that more than 62,000 tons of products have not been delivered to Kazakhstan, Kyrgyzstan and Armenia and have been sold in Russia," said Melano.
The Rosselkhoznadzor also recorded a similar situation in 2017: about 15 000 tonnes of Belarusian dairy products did not reach the Kyrgyz and Kazakh recipients, which represented 29% of the total supply of Belarus in these countries.
This year, the volume of products not delivered to Kyrgyz, Armenian and Kazakh recipients is already four times higher than in 2017: from January to September, more than 61,000 tons of Belarusian dairy products (74.9% of total offer) have not reached recipients.
The Rosselkhoznadzor has already raised before the EEC the question of a false transit by Russia of goods for which the Russian Federation had introduced temporary restrictions. Many facts relating to the identification of such products in Russia confirm the arguments of Rosselkhoznadzor concerning the need to introduce a system of traceability and strict control on the territory of the UEE, considers the Russian service . However, to date, the Commission has not taken any concrete action regarding the control of the transit of these goods through Russia.
In this regard, Rosselkhoznadzor asked Viktor Nazarenko, a member of the ECE Technical Regulation College, to instruct the relevant UNECE services to investigate VAT refunds to Belarusian manufacturers. their counterparts from Kazakhstan, Kyrgyzstan and Armenia.
Rosselkhoznadzor also considers it necessary to organize soon a meeting with the heads of the veterinary authorities of the member countries of the UEE to discuss the issue of false movements of goods and the adoption of a mechanism allowing the transit of Belarusian goods through Russia to other member states of the UEE.
