Irina Kostevich noted that two decisions of the Council of Ministers had been adopted in the framework of the drafting of Decree No. 3, in which the Ministry of Labor had clarified the categories of citizens, new ones were added .

"For example, the founders of companies, the wives of diplomats and dispensaries can no longer be considered as not employed in the economy," writes the newspaper. "Those who are subject to Decree No. 3 and pay for housing and public services at full tariff, decide on standing committees in the regions."
