Serowe – Legislator of Serowe North, Mr. Kgotla Autlwetse indicated that the constituency development funds were administered by the councils, not the MP's office, to facilitate the implementation of the project.

Mr. Autlwetse was anxious to inform his constituents that, even though the funds were managed by councils, the projects to be undertaken were the result of consultations between the MP, the leaders and the community at large.

In fact, Mr. Autlwetse described constituency development funds, which amounted to 10 million pesos, as a historic development by MPs.
He said that initially, MPs did not have funds directly under their control to help developments in their constituencies.

In a more detailed explanation of the process of using constituency development funds, Mr. Autlwetse informed his electorate that, as a result of his final decision, the projects to be undertaken were submitted to the board for funding.
However, subcontractor hiring processes were a prerogative of the board, which has this expertise, he said. Mr. Autlwetse has exempted deputies and judges from collusion and corruption alleged by some of his constituents.
