Sofia. The Commission for the Protection of Competition (CPC) banned the acquisition of control by the company "Innercom Bulgaria" on the companies of CEZ in Bulgaria and the Commission indicates that there is a horizontal overlap between the activities of the participants in the concentration on the production market and the wholesale supply of electricity from photovoltaic plants, according to the CPC, the transaction also creates vertical effects on the downstream markets
Minister of Energy Temenujka Petkova briefly commented on the CPC's decision, noting that each institution is working within its jurisdiction. "There is a competent authority and that is the CPC, so all production is clearly stipulated in the relevant law," she said. In answer to a question, is energy security under threat? Temenujka Petkova badured that she had never been threatened and that she should not speculate on similar topics. "The state is in place, energy security is guaranteed," she said.
The BSP opposition defined the Commission's decision as "confirming the suspicions of the CEZ agreement". BSP Vice-President for Bulgaria Krum Zarkov recalled that the party has constantly and no doubt expressed the suspicion that this agreement does not comply with Bulgarian laws. The Bulgarian Socialist Party (BSP) vice-president for Bulgaria called on the other institutions involved in the agreement to take a decision as well. Zarkov added that, given developments, the government must immediately make it clear that our country has an interest in participating in the purchase of shares of this key sector for our country.
On the other hand, Iskren Veselinov, national representative of the NGO United Patriots, said that in its decision, the CCP has proved that there are state organs that monitor objectively and independently the circumstances of the agreement. Asked whether the state should participate in the new procurement procedure for CEZ, he expressed the opinion of the United Patriots that these companies should not be privatized and that the state would the best owner of this strategic infrastructure.
The Chairman of the Energy and Water Regulatory Commission (KEVR), Ivan Ivanov, for his part said that there was no concern about the decision of the CPC. "Let's see how things are going to happen." Currently, there is a CPC decision with immediate execution, Ivanov explained.
