CITUB: Gambling and business to fund a fund for people with disabilities

The Confederation of Independent Trade Unions proposes the creation of a special fund for national social solidarity, from which to finance long-term care for disabled people, said on Monday the leader of the union Plamen Dimitrov in Varna . The idea of ​​CITUB is to fill the fund with three sources: gambling, the state budget and business. The proposal for the new fund will be submitted to the Social Ministry by the end of the week.

Bulgaria is one of the few countries where profits are not taxed effectively, Dimitrov said.

Dimitrov also said that the state budget should provide a certain percentage of funds needed for the integration of people with disabilities.

The third income should come from the company, with the system "bonus-malus" popular for insurance. This means that companies will be encouraged to hire people with disabilities and that they will pay funds to the fund when they are unable to do so, explained Dimitrov

The Fund should focus its efforts on all people disabilities. Part of the funds can go to social badistance in the field because tens of thousands of people with disabilities live in small settlements where there is no personal badistant.

According to CITUB, 1310 people with disabilities work in the country.They serve 35,000 people.In order to integrate the most vulnerable groups, all ministries should be involved , not the burden being distributed to the social service only, according to CITUB
