Sofia. Ivan Ivanov remains at the head of KEVR after the parliament rejected the draft decision for his early release from the regulator. The draft decision was tabled by the BSP for Bulgaria on 29 June 2018. 63 MPs voted against, 125 against and 3 abstentions, which rejected it. Only BSP deputies for Bulgaria voted for the withdrawal of Ivanov, and 88 deputies from GERB, 16 from the United Patriots, 12 from MRF and 9 from Voylia voted against. Two deputies from the DPS and one from GERB abstained.
As part of the GERB debate, they announced that even if the resignation of Ivan Ivanov is accepted, he will not change the energy law so that the regulator can decide the agreement with CEZ . With regard to the signatures collected by BSP for the suspension of the transaction for the company, GERB pointed out that nowhere in the law is it said that the KEV should rule. According to them, it is an immense political pressure on the part of the BSP
GERB President Tsvetan Tsvetanov asked if the BGL 3 billion lost to the CWB during the BSP administration was the rescue and rescue of the state. He pointed out that there is now a surplus in the budget because of the policy that the majority in power holds.
BSP leader Cornelia Ninova said the three energy companies have united to defend Ivan Ivanov. Ninova warned that at the same time, government officials said 200,000 signatures were under pressure. According to Ninova, the executive and the KEW are not willing to fulfill their legal obligations because they want to conceal the agreement with CEZ. "Do not put your head in the ashes that the law we have accepted is bad.Do not try to transfer this responsibility to the opposition. We pbaded the law, colleagues, everyone. There is no GERB, the patriots, we have all accepted it, and the KEWF must comply with this law.If the criteria are unclear, it has the power to make a regulatory instrument ", Ninova said.
The president of the unified patriots PG Volen Siderov said that he had two hands to overthrow the president of the regulator but that in his opinion he would not change the committee's decisions. According to the United Patriots, the KEV is out of control, serves the interests of the monopolies, and all its members must be re-elected. According to the MRF, the debate on the resignation of Ivan Ivanov was necessary in order to give confidence to CESR to fulfill its obligations independently
Regulator Ivan Ivanov, meanwhile, said he has received support from Bulgarian companies and energy companies, which means that the Commission is finding balanced solutions in the public interest
"A totally independent body is the commission, which was stated not only by the majority in the Bulgarian Parliament, but also by the EC with an official letter," said Professor Ivanov. According to him, the only attempt to exert pressure on the activities of KEVR was today a political force in plenary session
FOCUS News Agency recalls:
On June 28, 2018, the BSP announced that it would send a signal to the prosecutor's office against KEVR President Ivan Ivanov and a draft decision for his early release from the commission. The debate between the BSP and the KEVP took place in a room during the discussion of the regulator's report for 2017. In the discussion, Kornelia Ninova, leader of the BSP, asked if they had discussed and decided the letter BSP, accompanied by the signatures of 200,000 Bulgarian citizens against the CEZ agreement. Ivan Ivanov replied that the KEVR could not make a decision on the basis of such a subscription. "We have never had such powers, we do not have such an administrative potential, that's why we should seek external legal advice on how the Commission can decide" Ivan Ivanov said.
After this statement, the BSP continued the topic of an extraordinary briefing at the party headquarters. There, Cornelia Ninova announced his intentions to demand the resignation of the president of the KEVR and to report the attorney general. Ninova pointed out that the reason for this signal is Ivanov's speech to parliament, that he refused to respect the obligations of the Commission, incorporated into the energy law after the changes made to CEZ. According to her, this change of law was made to allow the state to control transactions affecting the national interest. "Despite the special amendment, Mr Ivanov told the whole parliament that he would not do it because it was bad.Another law – the Penal Code provides for 5 years from the beginning. imprisonment, "said Ninova.
At a renegotiated meeting, Ivan Ivanov denied saying he would not respect the law. He explained that he had explained the circumstances in which the Commission could take a decision. "With regard to the leaders of the BSP, it is an obvious attempt at crisis, when, by accusations against the independent regulator and the attack of the president of the KEVR, the leaders of this party seek to divert attention from the serious internal problems of the parties, this day was evident with different statements and actions, "commented Ivanov. He suspects that the BSP is trying to exert pressure on the independent body headed by him.
From Brussels, Prime Minister Boyko Borissov stressed that KEVR is an independent organization and politicians should not worry about it. "I do not interfere with independent organizations. So, when Parliament decided a few years ago to be an independent regulator, it must be one.It is Ivan Ivanov or" x Or BSP, but each governor needs an independent regulator, "said Borisov.According to him, the regulator facing Ivan Ivanov is an independent organization
