Only one of the prisoners held in the prison from Varna – Nikolay Tonev, 46, remains in detention. This became clear after the end of today's special session of the city's district court, which lasted more than three hours. The other two prison staff members, Milen Dobrev, 29, and Stoyan Petrov, 50, were placed under house arrest. The accused and the prosecution may appeal measures within three days to the Court of Appeal. The charge against the guards is that for the period from May 31 to July 18 this year, six times the prisoner Iskren Marinov was allowed on leave, which allows him to leave the prison dormitory. Iskren Marinov served a six- and eight-month sentence for participating in an organized criminal group. In March 2017, he pleaded guilty to stealing 19 luxury cars by sea at the Plovdiv Military Court and was found guilty. To this day, he stays with him for 4 years and 4 months
The court has planned a milder measure for Milen Dobrev because his wife is pregnant and his father is seriously ill. His colleague Stoyan Petrov was also placed under house arrest, but on the grounds that he had participated in the uncontrolled release of prisoner Iskren Marinov in only two of the seven cases. The charge against the three is under section 282 (1) of the Penal Code. According to the prosecutor's office, as officers, supervisors have violated or breached their official duties, or have exceeded their authority or rights in order to procure or for another benefit or cause injury to another. The offense will be punishable by imprisonment for up to five years, and the court may also order the deprivation of the right to exercise a state or public office or a probation. Supervisors have more than 7 years of experience in Varna Prison. According to the prosecution, Nikolay Tonev was the initiator of the violations. Given the evidence gathered so far, the court found that the three men risked thwarting the investigation by influencing the testimony of their colleagues and witnesses, and that they were reasonably suspected of To be accused of the crime of which they were accused. The Varna District Court accepted Milen Dobrev's and Stoyan Petrov's protective arguments that they are not in danger of hiding, have good characteristics and impose a measure of house arrest. "
