The new director of the National Health Insurance Fund, Dr. Decho Dechev, proposes a radical change in the Treasury's activities in three directions: efficiency, effectiveness and control . He gives himself 3 months to get a detailed account of exactly what needs to be done on all three parts. "If my plan of action is adopted, I am confident that the NHIF will end without a deficit in 2019," said Dr. Dechev after opening a debate on "Transparency and Health". "If politicians do not like it, I would be the director with the shortest term of 3 months," he said. According to him, the pharmaceutical and hospital lobbies are currently pursuing a policy entirely to their advantage. That's why Dr. Dechev is proposing a change in how to prescribe expensive drugs
"This will lead to a shorter path to the drug," he said. Dr. Dechev gave the example that at the time of 4 drugs for which a patient is fit, the fund chooses and pays the most expensive and not the most effective. According to him, the cheapest treatment should be chosen among the most effective. Dr. Dechev commented that the big control problem is that the Fund is engaged in activities for which it has no jurisdiction. "There is no doctor in the Fund who is more competent than the doctor who did the medical work that she has to control," he said, adding that this is due to ambiguities in clinical pathway algorithms. Decho Dechev will also insist on the unification of structures responsible for processing abroad. He explained that the funds for processing abroad are not less than 150 million leva per year, with a large part of them do not go to the team that realized this activity, but for logistics, hospitals, intermediaries, lobbyists, n.
