Ontario Premier Doug Ford pledged to reduce Toronto City Council by nearly half, from 47 to 25 councilors.

The Premier has stated that reducing council seats would save the City of Toronto money $ 25.5 million over four years. A spokesman for Ford said the number reflects the amount the city spends annually for each advisor, or about $ 290,000 per neighborhood.
When he announced the change – which has not yet come into effect – Ford compared the Toronto City Council to the City of Los Angeles, which has a larger population, only 15 seats

The City of Toronto currently has a Mayor and a 47-seat council, which serve 47 rooms. This gives an average population per neighborhood of about 62,082.
Each district directly elects its elected councilor who sits on the council.
The new configuration would have a mayor and a council of 25 seats. That would give an average population per district of 109,262.
Los Angeles, population of 4.0 million

LA has a larger population than Toronto, but fewer councilors. His council is made up of 15 seats plus the mayor, which gives an average population per councilor of 266,651.
But, there are districts in Los Angeles that have their own municipalities, for example Santa Monica has its own council municipal with 12 seats, and Beverly Hills has another with five seats
Chicago, population of 2.72 million

According to state law, boundaries of constituencies change after each federal census to match the population.

The Rome City Council consists of 48 members plus the mayor . The vote is party-based and proportional, which means that the percentage of votes for a certain party dictates the number of councilors.

Osaka, Japan, is another city with a population close to that of Toronto. According to the Osaka City website, there are 24 neighborhoods and the number of councilors per ward is based on the population of the parish.

Ottawa, population 934 243 [19659004] In Ottawa, there are 23 councilors and a mayor. The population per advisor is 40,619. [19659004] Ford said that there was no plan to change the board in Ottawa.

There are currently has 14 neighborhoods with one councilor each in Winnipeg, plus one mayor, with an average population per neighborhood of 50,374, based on 2016 numbers.

Calgary population 1.27 million
There are 14 councilors and a mayor on the Calgary City Council. The average population of neighborhoods was not available online, but the population per advisor was 82,615.
On Friday, following the Ford announcement, Calgary Mayor Naheed Nenshi attacked the plan qualifying it as "[traduction]" inadmissible ". Naheed Nenshi said Ford had made no mention of his intentions during Ontario's recent election campaign and called the premier's movement a "dizzying dictator."
He said that it was not fair to change the rules in the middle of the game.

Vancouver Population of 647,540
Vancouver has no quarters, it elects 10 general councilors as well as a mayor . This means that voters choose their 10 people on their ballots and that the candidates with the most votes are elected.
The population per councilor is 64,754.
Montreal population of 1.7 million [19659004] There are 65 elected in Montreal, being a mayor, 18 mayors of borough and 46 councilors. As there are borough mayors in the same region as the municipal councils, the average population per councilor is lower than that of other large cities, ie 26,635 people. The average population per district is 37 059.

Edmonton, population 899,447
The city Edmonton has 12 neighborhoods plus a mayor. The average population per counselor was calculated at 64,246, but parish populations ranged from 63,048 to 92,332
