A man found not criminally responsible for killing Toronto police officer receives parole

TORONTO – A man found not criminally responsible for killing a Toronto police officer while he was driving a snowplow was conditionally released.

The Ontario Review Board, which decides whether criminally responsible patients should be detained, ordered Richard Kachkar's parole this month.

Kachkar was found not criminally responsible for killing Sgt. Ryan Russell with a snow plow stolen on January 11, 2011.

The board of directors stated that Kachkar was living at the Ontario Shores Mental Health Sciences Center.

Conditions of Kachkar's release include reporting to a mental health facility. two weeks, not driving a vehicle and refraining from drugs and alcohol.
