The picture is that of a man who eats a burrito in the least conventional way of eating a Mexican sandwich stuffed with rice.

And probably add to the confusion is a big question: is it Justin Bieber?

The stranger in question strangely resembles the singer, but his face is somewhat hidden.

Whether Bieber or not, it's a debate that many people have.
