Telephone calls in the BC Lower Mainland sounded a loud alarm on Wednesday at 1:55 pm.
This was part of the Alert Ready program, a collaborative initiative of federal, provincial and territorial governments to warn the public of impending disasters.
Wednesday's warning was the second time the system was tested.
The first alert was launched in May and revealed several problems. According to reports, many British Columbians would not have received the phone alert.
Jennifer Rice, Parliamentary Secretary for Civil Protection, said more people had been affected during Wednesday's alert, but that improvements are still possible.
"There is no perfect system where we will reach 100% of the people we need, but we want to continue to grow and reach as many people as possible."

For alerts to work, phones must be running on the latest operating system and must be connected to an LTE or 4G network.
Concerns about accessibility
Alerts are also broadcast on television and radio.
Jeremy Hunka, spokesman for the Union Gospel Mission, said that everyone had no phone, especially the homeless and the elderly.
"Some will receive these alerts, but not everyone will, and just like poor air quality and extreme weather conditions, our customers will be most at risk in an emergency," said Hunka.
"And they may not receive the warnings that everyone receives."

The system will be used to warn people of potential tsunamis, with plans to expand to other emergencies in the future.
BC The RCMP may also use the system to notify Amber Alerts.
