The NDP thinks the PCU is circumventing the rules that prohibit large donations to individuals and businesses to political parties, but Kenney said he was following the rules.

Last month, the NDP filed a lawsuit against Kenney and two PCU deputies for their trip to India, but the ethics commissioner denied his request on Tuesday.
