In the first two episodes of The flash Season 5, Cicada was just a mysterious figure who carried a magical flash. But now, after The flash Episode 3 of Season 5, "The Death of Vibe", there are more clues about his powers, his motive and his identity. This summary contains spoilers.
Who is the cicada?
Team Flash learns that the cicada's civilian name is Orlan. Orlan (played by Chris Klein) is the father of an extremely sick girl who seems to be in a coma. "She does not come out of there," said a nurse in Orlan in the hospital room.
The nurse also asks if Orlan was injured. His lung does not look ok. It shines in orange and looks worse than it was in a previous scene (Cicada gets weak after using his powers in the battle against Vibe). The nurse advises him to stop anything that he does. "Not until I'm done," Orlan said, standing next to his daughter.
Cicada's mission is probably related to the rescue of his daughter. To make matters worse, Nora informs the crew that the Flash, Green Arrow, Supergirl and Legends teams have failed to catch up with Cicada in her future schedule. He is one of the most dangerous serial killers in history. Since Nora has ruined the timeline, Cicada is hitting decades earlier than expected.
Why did Cigale target Vibe first? Without Nora, Vibe would be dead. She rushed to rescue him at the very last moment by creating a breach, and was smart enough to let Vibe's lawsuit behind so that Cicada thinks he's dead.
Where is Caitlin's father?
Caitlin and Raph investigate the fake death certificate of Caitlin's father and provide some answers. Caitlin decrypts a code hidden in a personalized array of items that says, "Come get me." While she discovers the code, a mysterious and dark silhouette is hiding behind the surveillance cameras. At the moment, it seems that Caitlin's father was not in good spirits when he was "dead". Is this hovering person tied to Caitlin, La Cigale or both?
What is Nora Retenue?
Team Flash is recruiting a new French version of Harrison Wells, which goes by Sherloque, to help solve the mystery of the cicada and it is very suspicious about Nora's trip back in time. He asks her if anybody in the future has influenced his decision to travel in the coming decades to see his father before he disappears into a "crisis".
Wells worries that Nora has more to do with Cicada than she leads, or he just calls it bluff because it can (curb your ego, Sherlock). The expression on both their faces after Wells's confrontation with Nora made it clear that something was happening.
It could be as simple as Nora having a twin brother who made her come (in the illusions of speed force last year, Barry muttered about twins), or she might be under the influence of a bad guy. If her intentions are bad, we can not rule out that she can invent things, exaggerate or remove elements from the team. These future videos that she shows Barry about the "crisis" could be totally wrong.

-Wells says that David Hersch is the Cicada's identity on all other lands and he has resolved this case correctly 37 times. Hersch is also the name of the cicada in comics.
