At the opening of the Conference of the Development Bank of Latin America (CAF) on the role of infrastructure for the development of integration of the region, the Minister of Finance, Mauricio Cárdenas, stressed the importance of a good institutional framework, efficiency in the use of capital and progress of 4G works in the country.

"This is the largest public-private partnership (PPA) program in the Americas, Latina, 30 projects, with an investment of US $ 16 billion, of which 15 already have funding," said the representative of this portfolio at the conference held yesterday in Madrid.

Similarly, Cárdenas showed in the panel "Infrastructure for integration and its impact on regional productivity" that measures like those taken with the National Development Bank (FDN), lend in pesos to banks foreign, added to Colombia's risk rating and the issuance of structured bonds to finance 4G highways have been essential for the development of projects in the country in recent years.

"These projects require an ability to adapt to changing circumstances, some flexibility, but at the same time, they require clear rules of the game, everything can not be discretionary." Draw this line between rigid rules and flexibility is not so easy, "he said.
