Shawn Layden from Sony confirmed that it was a remake.

Shawn Layden was present at the last episode of PlayStation Blogcast and spoke about the project, confirming that is a complete remake . remastering.
This is a remake. We took the original game design and much of the key art, as well as other attributes of game design. We are working with a developer called Other Ocean Interactive. They realize the remake of MediEvil with this concept – the original. PS1
The president of Sony Interactive Entertainment also said that the studio was working closely with some of the talents who worked on the original title 20 years ago to make sure it kept as faithful as possible.
