Bill 349 establishes the “Missouri Empowerment Scholarship Accounts Program”. This version of the bill arrived in the Missouri Senate on March 11 and was proclaimed into law on July 14.

Versions of this bill have been around for years. Opponents of the Missouri State Teachers Association say this bill will siphon money from the strained public school system.
Senator Jill Schupp of Creve Coeur says this bill will help give students the choice of where to go
Parts of the bill will not come into force until the 2023-24 school year.
