WARREN – A Trumbull County Assistant District Attorney recently wrote to the Ohio Parole Authority opposing the parole of a convicted murderer in the 1990s.
Ignacio A. Palma, 63, served 27 years of a life sentence for murder, criminal assault and incitement to violence. He has a parole hearing later this month.
In 1994, Palma was sentenced to 15 years in life imprisonment after being convicted on May 4, 1994 of the murder of his wife, Vivian Chancellor, 41.
In a letter to the parole board, Assistant Prosecutor Diane Barber spoke about the crime.
“Warren Town Police received a call from Palma stating that he had just killed his wife. Officers attended the house, where they found Ms Chancellor slumped in a chair with a fatal gunshot wound to the head ”, Barber wrote in a letter dated September 24.
Barber said Palma admitted to killing his wife because he read letters to her from another man who wanted the Chancellor to leave Palma. The Chancellor was a prison warden at Trumbull Correctional Facility and was recalled from work on May 4, 1994 by Palma, who said her grandson was ill.
Earlier today, Palma had been drinking and told a witness he was going to kick the chancellor out. The witness observed a shotgun sitting against the wall and told Palma not to do anything stupid, Barber recalls.
“The evidence showed that Palma had plotted and schemed for hours to kill the Chancellor in cold blood,” he added. she wrote.
While incarcerated awaiting trial in Trumbull County Jail, Barber again speaks of Palma’s propensity for anger.
When he and another fellow inmate were told they had to move to another cell, Barber noted that Palma had thrown chemicals in MPs’ faces and bruised their arms.
In previous parole attempts, prosecutor Dennis Watkins had referred to the Palma episodes with inappropriate behavior, anger and violence.
While incarcerated at Lancaster Prison, Watkins noted that Palma engaged in inappropriate behavior with a newly hired woman. According to the prison offense report, the inmate entered an office and placed a red flower on the employee’s desk. In April 2015, a report showed that a homemade wooden speaker and three cords were found near Palma’s bed in his cell. And on two occasions since March 2014, Palma has been involved in a physical altercation with another detainee.
“Due to the fact that Palma has shown such a propensity for violence and an inability to control its actions, this office strongly believes that 27 years does not do justice to the Chancellor or to society”, she said.
An attempt to contact the Ohio Public Defender’s Office for comment on behalf of Palma’s parole case was unsuccessful. Palma is being held at the Hocking Township Southeast Correctional Facility.
Meanwhile, the parole board last month denied parole to other men in Trumbull County.
Brian Clingerman, who is serving a 25-year sentence after a 1994 rape conviction, will not have another chance at parole until July 2025, according to the Ohio Department of Rehabilitation and Correction website.
Charles Crenshaw, who is serving a life sentence on a murder conviction in 1969, has seen his parole hearing continue until June 2022, the website says.
