A former Massachusetts State Police soldier was charged Thursday with kicking a suspect in handcuffs in the head during a motor vehicle stop in Boston in 2019, the prosecutor’s office said General of the State, Maura Healey.
A Suffolk County grand jury has indicted Paul Conneely, a 51-year-old Boston resident, with a single count of assault and battery with a dangerous weapon.
Prosecutors say Conneely was involved in a motor vehicle stop of an alleged stolen car on Interstate 93 on February 22, 2019.
They say Conneely’s car and the allegedly stolen vehicle crashed into each other in the incident. Conneely and the other officers who responded removed four people from the vehicle and Conneely helped handcuff the driver.
Prosecutors say CCTV of the incident shows the driver exiting the vehicle with his hands raised, lying on the ground and putting his hands behind his back.
But as the suspect was handcuffed and lying face down, Healey’s office said Conneely kicked him in the back of the head with his police boots.
Conneely’s attorney did not respond to an email seeking comment. He is due to be brought to trial in Suffolk Superior Court in Boston on October 29.
