China: a point license for dog owners

By 2020, China wants to introduce a system of "social credit". A score based on the behavior of the inhabitants obtained through the surveillance and which will impact their access to a social housing, their capacity to travel abroad or to have a promotion. Jinan City in Shangdong Province, in the east of the country, also wants to control the way people look after their dogs, Slate points out. For this, the authorities have set up a permit that has 12 points.

It is not yet a question of fitching the DNA of dogs to identify them with their defecations as Robert Ménard wanted to do. But a particularly detailed regulation has been put in place to control the way in which their master looks after them in the public space. In concrete terms, there are some rather clbadic rules. Prohibition to bring them into a restaurant or bus, obligation to pick up their poop ….

Sometimes extreme logic

But the regulation does not stop with those elements that are obvious. Thus, the canids must be kept on a leash permanently and it can not exceed 1 m 50. If they are too big, they are not allowed everywhere. It is also impossible to let the children walk the animal. It is an adult over 18 who must supervise them on a daily basis. And this one must of course be able to present the license at any time.

For those who do not respect this regulation, fines are on the program ranging from 25 to 63 euros. As with a driver's license, offenses also lose points. If the license falls to 0 points, the animal can be confiscated by the authorities. The owner who wants to recover his animal will then have to take a test to regain his points.

Note that the city of Jinan seems to have a particularly strict regulation since it is only allowed to own a dog. In 2015, according to Franceinfo, the authorities explained that they would beat to death additional dogs found in inhabitants.
