The law, signed Tuesday by Governor Brian Kemp and effective January 1, 2020, bans abortion in the presence of fetal heartbeats, which can occur as early as six weeks after the onset of pregnancy. It still allows abortion in case of rape or incest, if a police report is filed or if the life of the pregnant woman is threatened.
