Chrome does not remember the state of the advanced menu for now. You must expand it whenever you want to use it to quickly access a group of advanced settings.

However, Advanced lists all available groups so you can access them quickly and without scrolling.

Microsoft recently launched a similar settings page in the next Microsoft Edge based on Chromium; it is unclear if Google was inspired by the layout of Microsoft.
