A. Explanatory Report

The provisions of the draft law set the conditions for a more democratic constitution and operation of autonomous institutions and proportional representation of the electorate, autonomous forces and local communities in organizations and the two levels of autonomy and social control at all levels of their organization and of their operation

In this context and with regard to the election of municipal and regional authorities, it proposes among other things, the introduction of the electoral system of simple proportional, the re establishment of the municipal-regional period to four (4) years, the decoupling of the election of municipalities the day of the vote for the election of the Greek members European Parliament, etc.

Taking into account the magnitude of the proposed changes and the need for their smooth adoption and smooth transition to the modern, more democratic and proportionate electoral system proposed for the emergence of municipalities regional and local authorities and the extension of the mandate of municipal and regional authorities to five (5) years, this amendment proposes exceptionally that the first implementation of the bill immediately after the local and regional elections at the time provided for in the existing legislative framework, that is to say the previous Sunday as from the day of the vote for the election of Greek representatives to the European Parliament of 2019 and the creation of the new municipal and regional authorities will take place on 1 September 2019 and will end on 31 December 2023.

The paragraph 4 proposed by Article 9 of Law 3852/2010, proposed by Article 6 of the draft law, is replaced by the following:

"4. For the first application of the present : a) The first round of the electoral process in the offices of paragraph 1 will take place on the previous Sunday from the day of the vote for the election of the Greek Representatives to the European Parliament of 2019. b) who do not has not been established as a successful combination in accordance with Article 33, the vote resumes on the day of the vote on the election of Greek representatives to the European Parliament in the same polling stations, committees, the same representatives of the Judicial authority and the same representatives of the representatives. Article 114, paragraph 6, of the draft law proposed by Article 46 of Law 3852/2010, is replaced by the following text:

" 6. For the first application of this: a) The first round of the electoral process in the offices of paragraph 1 will take place on the previous Sunday from the day of the vote for the election of the representatives of Greece in the European Parliament in 2019, at the same time that the elections all over the territory, in the same polling stations, with the same electoral committees and the same representatives of the judiciary and deputies.The vote takes place in different polls. (b) If a successful combination does not exist. has not been established in accordance with Rule 139, the vote shall resume on the day of the vote on the election of the representatives of Greece in the European Parliament in the same polling stations, with the same election committees, the same representatives of the car judicial authority and the same representatives of the judiciary. (a) In paragraph 3 of section 7 of the bill, a paragraph is added: " For the 2019 elections, the period referred to in the preceding paragraph shall be fixed at the first ( 1st) April. "

b. Article 48 of the bill adds the number" 1. b. In Article 44, paragraph 3, of the draft law, the words "of 13 and 20 October 2019" are replaced by "paragraph 4 of Article 9 of Law 3852/2010".

c. In clause 50 of the bill, the words "of October 13, 2019" in paragraph 7 of section 117 of Act 3852/2010 are replaced by the words "paragraph 6 of the bill". Article 114 ".

d. In paragraph 2 of Article 67 of the draft law, the words "of 13 and 20 October 2019" are replaced by "paragraph 6 of Article 114 of Law 3852/2010".
