According to Reuters no one immediately claimed responsibility after the incident, although the Taliban issued a statement in which he denies his involvement.
After several hours of the incident, provincial government spokesman Attaullah Khogyani said that the incident ended with the deaths of two armed men and many buildings that were destroyed.
He said that at least 15 people were killed and 15 wounded, although the number continues to increase as rescue teams look for victims on the site. Sohrab Qaderi, a city councilor for the province, said eight people were killed and as many as 30 wounded.
A witness named Obaidullah said that the attack began when a black car with three pbadengers stopped at the entrance of a building used by the refugee affairs department. Shortly after, a gunman appeared shooting at the victim.
