At the end of last year, there was much talk of a reform of car tax, which in the end did not exist. We then talked about the abolition of the superbollo, a novelty long awaited by many owners, especially owners of supercars. In 2011, it was introduced by the Berlusconi government. In 2012, the Monti government severely tightened the tax, which made it even more difficult to return to a sector already in crisis. We therefore want to propose the text of a bill at the initiative of the Senator of the Brothers of Italy Andrea De Bertoldi, with regard to the abolition of the superbolt. And specifically to the repeal of paragraph 21 of the art. 23 of the DL n. 98/2011 on the surcharge on the motor vehicle tax.

A bill that aims to eliminate the superbolt of the car. A proposal communicated to the presidency last September, but which did not have any important follow-up. The text summarizes the annual surcharge for vehicles with a capacity greater than one 225 kilowatt hours (from 2012, threshold lowered to 185 Kw), with an amount equal to 10 euros for each kW of higher power (20 euros since 2012). De Bertoldi describes initial objectives thwarted by a real negative effect that is very penalizing for the automotive market and its related industries.

"The main badociations of the automobile industry show that since 2012, there has been a global loss, between the decline in tax revenues and the loss of revenue, of about 140 million euros". The losses that Senator FdI summarizes as follows:
- L & # 39; state: 93 million euros less VAT and 13 million euros less;
- regions: 19.8 million euros of non payment of the stamp;
- provinces: 5.2 million euros of non – payment of the provincial transcription tax and about 9 million euros of additional tax on RCA.
Following the introduction and subsequent tightening of the superbolt, the logical consequences of the measure occurred. or the reduction of new registrations of vehicles exceeding 185 kW. For this reason, the superbollo initiative has failed in its mission and its elimination could be part of an attempt to create "a typical Italian industrial zone of excellence, capable of generating new jobs". And also to give a signal to revive the automotive market and let the drivers breathe a sigh of relief.
