The Russian President signed the decree which closes, as of January 1, 2019, the secret city of Šichany, where it was presumably synthesized. Novichok's neurotoxic gas, reported as a means of poisoning by the former spy Serghej Skripal and his daughter
The Times citing sources of intelligence, had indicated that Šichany was the place of production of Novichok
. The city of Scihany, in the province of Saratov, was turned into a city closed to the public until 1997 by decree of the then President, Boris Yeltsin.
There is the 33rd Central Research and Test Institute of the Russian Ministry of Defense, the main research institute for military purposes of the Russian Armed Forces in the field of radioactive, chemical and biological protection.
