New exemptions for electronic invoicing, Rorato: "It threatens a takeoff in Italy"

The amendment that has just been approved by the fiscal decree of the Senate Committee on Finance raises the exemption threshold for electronic invoicing could decrease its spread in the country.

About one million people are now exempted from the obligation of electronic invoicing. With the increase of the threshold, we would reach at least 2 million, if not more, VAT included in a special scheme.

  • So, first problem … What sense can the electronic bill have if about half of the country does not use it?
  • The second risk I see is that of an increase in the inefficiency of the system in general because we will have a dual track for accounting management: part in electronic format and part no.
  • Third element: there may even be an increase in tax evasion on the part of the exempted persons as they have been released from the obligation of the exhausted meter. How would these activities be monitored?

As for the i doctors and pharmacists, who also get the exemption with the amendment to respect the findings of the guarantor of privacy (first only small farm workers), I agree that we should aim for simplification.

Today, these are subjects that already perform telematic signaling. With the electronic invoice would have a duplication of many data to report. At this point, the choice should be to eliminate telematic signaling or exempt it from electronic billing. Both are not necessary.

As for the amateur sports clubs (as well as exempted with the new amendment) I would not want to fascinate my head because the total number of 60 to 70,000 units in the country certainly does not alter the economic equilibrium
