The Spanish government aims to reinforce badual violence: the consensus must be clearly expressed and if the other does not say "yes" it is rape. "No means no" is the principle behind the decision of Madrid for the new law, also in response to the case of Pamplona collective rape judged as mere "badual abuse", just because the woman remained motionless .

Deputy Prime Minister Carmen Calvo anticipated this – the Guardian writes. "If a woman does not expressly say yes, everything else is not . It is thus that his autonomy is preserved, as well as his freedom and his respect for his person and his baduality ", explained Calvo in his governmental program presented in recent days.

The proposal follows the German and Swedish model , recently adopted, according to which badual intercourse, if not clearly expressed, is considered as violence.
