STEUBENVILLE – Fifteen people were indicted by the grand jury on Wednesday – including a man who stabbed a woman in the throat, another who faked illness to escape prison and two men were reportedly caught in one of the biggest drug seizures in Jefferson. County.
Terrance T. Hill, 35, has been charged with two counts of criminal assault.
Hill, an Akron resident, allegedly stabbed a woman in the throat during a marriage dispute on September 1 in the 800 block of North Sixth Street. The victim’s hands were also cut off when she tried to protect her neck from the knife.
Police said the woman, who had obtained a protection order against Hill, was bleeding profusely when they arrived at the scene.
The indictments against Hakeem Cortez Herbert, 1096 Claire Ave., Steubenville, and Deonbre Kenneth Anderson, 1329 Oak Grove Ave., Steubenville, include major delinquent and forfeiture specifications. In the event of conviction, the specification of an adult drug-related offender alone carries a mandatory sentence of 11 years.
Herbert, 31, was charged with four counts of drug possession with the specification of major drug misdemeanor and forfeiture; one count of attempted drug possession with a drug-related major offender specification; one count of possession of weapons while he was disabled and one count of falsifying evidence.
Anderson, 19, was charged with one count of drug possession with specifications of major misdemeanor and forfeiture and one count of possession of weapons while disabled.
Herbert and Anderson were arrested on August 18 after the Jefferson County Drug Task Force executed search warrants at several locations in Steubenville, seizing 11 pounds of methamphetamine.
The grand jury also returned a bona fide bill accusing Jimmale P. Harton, 810 North Sixth St., Steubenville, of escape.
Harton, 30, reportedly escaped from an ambulance after pretending to be ill on August 27. He was on the run for several days before city police caught up with him at a South Seventh Street gas station.
City police had initially jailed him under pending warrants after they found him asleep in his car. At the time, he told police he got into a fight with his girlfriend and took refuge in the car to avoid escalating the disagreement.
The other accused were:
• Austin Rein Egnew, 212 Parr Ave. Mingo Junction, two counts of domestic violence with specifications and two counts of violation of a protection order, also with specifications.
The indictment alleges that Egnew, 26, has four previous convictions since 2015 in Jefferson County for domestic violence and an earlier conviction in June for violating a protection order.
• Quintona Lynnshell Freeman, 255 South Fifth St., Steubenville, four counts of drug trafficking, plus one forfeiture specification.
Freeman, 24, was reportedly in possession of 7.9 grams of heroin, 57 unit doses of ecstasy, over 10 grams of cocaine and 18 percocets when she was arrested on September 5. Authorities are also asking for the confiscation of $ 102 in cash. she wore.

The grand jury charged Gaskins, 24, with knowingly causing or attempting to cause physical harm to a Steubenville patroller when he hit him with a belt on July 31. He is also said to have resisted his arrest, a misdemeanor.
• Charles Basil Jarvis Jr., 54, Barberton, Ohio, disobeying a police officer’s order or signal and obstructing official business, misdemeanor, August 15 in Wintersville.

Cowser, 38, was reportedly under the influence of benzodiazapene when he crashed into his car with a vehicle while turning left at the intersection of Lovers Lane and Sunset Boulevard on May 21.
